Interdepartmental working group has begun work on a pilot project of the Amnesty program of orphaned SIRS in Dnipropetrovsk region

During the constituent meeting of the interdepartmental working group on the project «Public outreach and Information Campaign on the Amnesty of Orphaned SIRS» in the city of Dnipro, specialists presented to the administration of the Dnipropetrovsk region a project «Procedures for communication and management of detected IRS indicating the mechanism of coordination and interaction of executive authorities and legal entities conducting IRS activities» (Procedure) of communication and discussed the participation of local authorities and the profile enterprises in the project realization.

«Orphaned ionizing radiation sources constitute a real danger to the life and health of people, because they cannot be identified without special practical equipment. The project team has the task of identifying, locating and safely storing these sources. For their effective implementation it is necessary to carry out explanatory work with the population: to explain all the dangers of abandoned IRS and the mechanism of their voluntary delivery», – Victor Heria, Chief Specialist of the International Cooperation and Public Relations Department of SAUEZM, noted.

In addition to public relations, the project should also ensure the establishment of effective interaction between all profile enterprises and authorities in the event of the discovery of orphaned IRS. Thus, having conducted an analysis of the «Procedure for interaction between executive bodies and legal entities conducting activities in the area of nuclear energy use in the case of detecting radioactive materials in the illicit trafficking», the experts concluded that it needs to be updated. As a result, a project «Procedures for communication and handling of detected IRS with the indication of the mechanism for coordination and cooperation between executive bodies and legal entities conducting activities in the field of radioactive waste management» was developed. The next thing is – verification of the practical application of the Project Procedures in the pilot region – Dnipropetrovsk region.

Dnipropetrovsk region is a pilot site for the project, because it is one of the most industrially developed regions in Ukraine. There are 50 enterprises that employ 1025 IRS in their work. According to preliminary calculations of specialists of the Chornobyl Institute of Research and Development, more than 100 IRS outside the regulatory control may be located in this territory.
