Specialists of the SE “COTIS” have passed joint Ukrainian-American command-and-staff emergency response training at the state level

From September 5 to 7, 2017, a joint Ukrainian-American command-and-staff training on responding to a state-level emergency associated with a radiation accident in a separate unit of “Zaporizhzhya NPP” of the SE “NNEGC” Energoatom”, took place in the crisis center of the State Emergency Service of Ukraine (SES of Ukraine) in Kyiv, which was attended by specialists of the State Enterprise “Center for Organizational, Technical and Information Support of the Exclusion Zone” (SE “COTIS”), which belongs to the sphere of management of SAUEZM.

The participants of the training were the representatives of the SES of Ukraine, the State Nuclear Regulatory Inspectorate of Ukraine, SE “NNEGC “Energoatom”, the Secretariat of the Cabinet of Ministers of Ukraine, central and local authorities of Ukraine and state institutions (enterprises), Defense Threat Reduction Agency of the Ministry of Defense and the Federal Emergency Management Agency of US.
Joint trainings were coordinated by the SES of Ukraine with the support of experts from the US Defense Threat Reduction Agency.

One of the main objectives of the organization of the event was to increase the level of readiness, improve the skills of the heads of state bodies to make an operational decision during the consequences elimination of a possible state-level accident at the NPP, as well as study and clarification of the existing plans, rules and procedures for coordinating the operational response measures.

During three days, participants of command-and-stuff training worked out three scenarios for responding to a possible radiation accident at NPP reactor, in particular:
response at the objective, local and regional levels;
response at the state level and emergency measures to eliminate its consequences;
response at the state level and long-term measures to eliminate its consequences.

The purpose of the training was the simplified analysis of a radioactive accident, in which the involved ministries and departments of Ukraine will play key roles and perform their duties by taking measures to respond to a radioactive accident of a state level. The level of readiness and ability of central and local executive authorities to eliminate the consequences of an accident and interaction was also determined.

According to the results of the training, specialists of the SE “COTIS” provided suggestions on the procedure for the implementation of a radiation protection regime in a territory contaminated with radioactive substances and the feasibility of conduction of airborne radiation exploration of such territory.
